Partner with existing used cookingoil collection service providers/recognise existing local players / social enterprise to collect used cooking oil from residential and commercial buildings.
A portion could be used to develop small local businesses (soap, etc)

Community Recycling Centres

Establish decentralisedcollection hubs in each residential and commercial area.
Partner with existing waste concessionaire to collect these recyclables.
Tie-in with local businesses to provide vouchers / discounts as reward.
